Tabriz Sa’at Tower

The establishment of municipality of Tabriz in the beginning of constitution, wasn’t a normal happen. The people who wanted to influence in their own fate set up it in a revolutional condition.
The provident members of zarbijan provincial council approved to establish the municipality and setting up the local councils, in order to make more opportunities for people to take part in the internal affairs.
It was customary to lean the city by the people, according to their own manners and rdigious belief. Tabrizian scientist hossein Kazemzadeh who was very interested in progress of his country, belived that establishing new civilized institutions as municipality is the first step in progress.
After the command of onstitutional regime to set up privencil council in Tabriz, establishing new offices and institutions was he first and the most important action of council. Tabriz municipality was one of the organizations.
Provincial and district councils were held legally. At the same time municipal councils were formed in order to select the mayor and organizing the city. In the first selections the elects were: Miza Esmail Nobari, Mirkarim Bazzaz, MirzaAli Vaez wejojeii.
When the city council was held in a democratic manner in 1905 there wasn’t ony municipality or city council in anywhere of Iran, although there were some small organizations which investigated the affairs of cities.
The first mayor was Gasemkhan Amirtooman. Who had a deep personality and enough ability to hold this new instition.
Gasem khan was alikhan’s son born in 1874 in Tabriz he educated from saint sit school in paris. Me was a wise and intelligent person.
Before constitutional regime. For the first time in Iran he established a Telephon center and a power station in Tabriz. He also attempted in establishing the first printing house of Iran in Tabriz.
6 oct. 1908 the conservative concils disbanded and liberals made city free from restriction, so Azarbijan privencil council organized in a new way. Tabriz municipality was controlling by gasemkhan even during the days of war while the city was under attacks from all sides.
Gasemkhan the first mayor of Tabriz was beenhold in esteem by people and revolution guides because of his honestly attempts.
He obtained civil and military posts. In 1910 he became generalissimo and he named as the chief of army head quarters.
